Project Jupiter’s buildings have a legal lane; its power system still does not
Oracle said the Project Jupiter data-center campus and proposed microgrid are separate facilities on adjacent sites operated by separate companies. It said construction of the data-center campus does not require the air-quality permit involved in the stayed proceeding, while the microgrid remains subject to regulatory review.
Why this matters
Oracle is trying to keep construction progress from being held hostage by the power system that is supposed to serve it. The distinction may preserve building activity, but it does not prove that the intended campus can operate at its planned scale without the microgrid. In economic terms, Oracle may be able to keep spending on the shell while the critical operating input remains unresolved; that creates a risk of idle capital or more expensive interim power. The useful signal is not another construction photo but the eventual air-permit decision and evidence that substitute power is sufficient.
